
The first legislation for town planning in Fiji was the Town Planning Act of 1946, which was loosely based upon the English Town and Country Planning Act 1932. Other provisions in the Act are reminiscent of comparable English legislation from between 1909 and 1925, with more recent influence from New Zealand planning legislation.
Following the approval of the original 1946 Act, town planning controls were introduced gradually into small parts of the country with the introduction of Town Planning Areas. Initially, declared Town Planning Areas comprised the main urban centres, but later Rural Town Planning Areas were also declared.
In 1971, the Town Planning (General) Order was enacted to apply planning regulation to land outside of described Town Planning Areas. From that point, all land in the Fiji Islands, except for land within Fijian villages, is subject to the requirements in and associated with the Town Planning Act.
