
Applications must be made by the person or organisation wishing to carry out the development, and must by be endorsed by the landowner or leaseholder. In the event that the applicant has engaged a consultant to act as their agent, this person or organisation may physically lodge the application, provided the forms have been signed by the applicant.
All applications for Development Permission, except Outline applications for Master Plan areas, must be lodged at the counter of the local authority responsible for the land on which the development is proposed. This may be a City or Town Council, or a Rural Local Authority. The application must include all required information (forms, plans and details) and must be accompanied by the full and correct fee. The local authority will issue a receipt for the fee, which should be retained as proof of lodgement.
Outline development applications for a Master Plan area can be lodged at the counter of the Department of Town & Country Planning in Suva . The same conditions for complete assessment (full forms, plans and details) must be met, and the fee paid at the same time. The Department will issue a receipt for the Master Plan assessment fee. No other development applications can be lodged directly to the Department.
Applicants should always keep a copy of all information submitted with an application, in case additional copies or further information is required.

The subdivision application lodgement process varies depending on the location and nature of the subdivision. Within the cities of Suva and Lautoka, the Subdivision By-Laws of those local authorities apply, and all applications are lodged directly to the Council. In all other Councils and in rural areas, the lodgement process depends on the size and nature of the subdivision proposed.
If all proposed lots are in excess of 2 hectares (5 acres), the application must be lodged to the local authority (either Town Council or Rural Local Authority) in which the subject site is located.
Applications for subdivisions in which any proposed site is less than 2 hectares are made directly to the Department of Town & Country Planning.
