Cities and towns provide many opportunities for development compared to more remote sites. Land in cities and towns is served by established road
networks; water supply, wastewater and sewage disposal infrastructure is in place; and electricity and telecommunications can be easily connected. Established areas also have community infrastructure
like schools, medical centres, playing fields and places of worship. Depending on the types of development being considered, cities and towns may be additionally appropriate locations as future
employees, residents or customers already live nearby.

Landowners in cities
and towns pay rates to Councils in return for infrastructure management and service provision, such as road maintenance and waste collection.
